Departments Reporting to the CEO

Executive Administration of Executive Affairs

Supports and assists the Chief Executive Officer in carrying out strategic and organizational duties by coordinating and managing executive affairs, ensuring the readiness of administrative and logistical support, and providing the information and reports necessary to support decision-making. It also follows up on the implementation of priority institutional initiatives and projects, enhancing administrative and organizational efficiency and contributing to the achievement of the Authority’s strategic objectives.

 

Executive Administration of Strategic Communication

Manages and directs the Authority’s strategic communications by developing and implementing media, marketing, and communication policies, initiatives, and plans that enhance beneficiary awareness, ensure alignment of institutional messaging with identity and objectives, and strengthen the Authority’s internal and external presence through effective stakeholder engagement thereby increasing transparency, credibility, and positive impact.

 

Executive Administration of the Saudi Real Estate Institute

Oversees the development and implementation of real estate training and education programs to meet market needs and keep pace with regulatory and legislative developments issued by the Authority and relevant government entities, ensuring the quality and efficiency of the Institute’s outputs through the adoption of modern educational technologies, performance monitoring, approval of development initiatives, improvement of workforce efficiency, and development of human capabilities in the real estate sector.

 

Executive Administration of the General Secretariat of Committees for the Consideration of Violations

Organizes, oversees, and supports the work of committees that consider violations by developing frameworks, policies, and procedures, and by monitoring the implementation of their plans to enable alignment with the Authority’s strategic objectives, thereby enhancing their effectiveness and improving the quality of their decisions through activating legal settlements by studying violations and investigating them when necessary.

 

General Administration of the Saudi Real Estate Arbitration Center

Manages and resolves real estate disputes efficiently and impartially through arbitration and conciliation in accordance with approved laws, regulations, and the Center’s rules, while developing policies and procedural and professional rules to enhance stakeholders’ trust and reinforce the Center’s role as a leading entity for real estate dispute resolution locally and internationally.

 

General Administration for Anti–Money Laundering and Counter-Terrorist Financing

Leads supervisory and regulatory efforts to combat money laundering, terrorist financing, and the proliferation of arms in the real estate sector by developing relevant policies and frameworks, monitoring the compliance of supervised entities, raising awareness of associated risks, and strengthening coordination and integration with relevant authorities in support of compliance with national regulations and international standards.

 

General Administration of Internal Audit

Develops and strengthens governance, risk, and control systems within the Authority by providing reasonable assurance across financial, operational, and technical domains, as well as offering advisory services that add value to the Authority and improve its processes, activities, programs, and initiatives in the real estate sector.

 

Regulation and Governance Sector

Leads the Authority’s legislative and regulatory framework by developing real estate laws, regulations, and policies; promoting principles of governance, transparency, and compliance; managing risks; and ensuring business continuity. The sector also oversees cybersecurity and data governance to protect information and enhance its reliability, and leads legal and legislative efforts to safeguard the Authority’s interests and regulate its relationships with relevant entities. It seeks to build an institutional environment grounded in discipline, compliance, and efficiency that supports the sustainability of the Authority’s operations and strengthens stakeholder confidence in its performance.

 

Executive Administration of Regulations and Legislation

Develops and manages the Authority’s legislative framework by preparing, reviewing, and updating laws, regulations, and similar instruments, and by conducting and analyzing legislative studies to ensure alignment with related legislation and consistency with the Authority’s strategic direction, thereby enhancing the efficiency and sustainability of the regulatory environment and supporting the achievement of its objectives.

 

Executive Administration of Legal Affairs

Enables the Authority to achieve its institutional objectives through the efficient and effective management of legal affairs by providing legal advice; reviewing contracts, agreements, memoranda of understanding, and similar documents; and reviewing all documents and correspondence issued by the Authority. The administration also represents the Authority in committees of the Experts Commission and before judicial bodies, and follows up on the enforcement of judicial rulings issued in favor of or against the Authority, thereby protecting its interests and enhancing stakeholder confidence in its performance.

 

Business Solutions Sector

Oversees real estate activity domains, digital transformation, and innovation, and works to develop the related policies, requirements, and services while ensuring alignment with legislation and strategic directions. The sector also focuses on improving service quality and operational efficiency by monitoring the performance of operating companies, enhancing integration across departments and sectors, and enabling digital transformation and technological and investment innovation to support sustainable growth, develop the real estate environment, and increase beneficiary satisfaction in achieving the Authority’s strategic objectives.

 

Executive Administration for Supporting Real Estate Activities

Oversees related policies, requirements, and initiatives; ensures compliance with relevant legislation and regulations; monitors the performance of the operating company and the quality of outputs; and coordinates with internal and external entities to enhance the efficiency of real estate activities and support the achievement of the Authority’s strategic objectives.

 

Executive Administration of Real Estate Registration

Oversees the development and implementation of related policies and requirements, ensures compliance with legislation and regulations, monitors the performance of the operating company and the quality of outputs, and coordinates with internal and external entities to enhance the reliability of the real estate register, protect property rights, and support the stability and development of the real estate market.

 

Executive Administration of Business and Digital Transformation

Oversees the development of digital services, explores investment opportunities, improves operational efficiency, and promotes innovation in the real estate sector through modern technologies, ensuring enhanced performance and the achievement of the Authority’s strategic objectives.

 

Executive Administration for Non-Saudi Ownership

Oversees the regulation and development of policies and mechanisms governing non-Saudi ownership of real estate in the Kingdom, ensuring alignment with national legislation and strategic objectives, and monitors their implementation in coordination with relevant entities to enhance the attractiveness of the real estate market, ensure its stability and balance, and facilitate the ownership experience for non-Saudis.

 

Real Estate Development Sector

The sector responsible for operating and overseeing off-plan real estate sales and leasing activities, as well as real estate contributions, through qualifying project parties and supervising and monitoring projects, including overseeing each project and its escrow account, tracking and addressing cases of project distress through to delivery and closure. This contributes to enabling and balancing supply and demand, stimulating economic growth, maximizing impact on GDP across both activities, and enhancing investment attractiveness.

 

Executive Administration for Enabling Real Estate Development Activities

Enables and develops real estate development activities for off-plan sales and real estate contributions by establishing policies and requirements, monitoring the implementation of initiatives and strategic plans, overseeing off-plan sales and contributions, and strengthening coordination with relevant entities to enhance sector efficiency and achieve its strategic objectives.

 

Executive Administration of Real Estate Development Projects

Leads and directs real estate development projects for off-plan sales and real estate contributions by supervising affiliated departments, ensuring alignment of their policies and plans with the Authority’s overall strategy, and monitoring project execution to ensure compliance with legislation and regulations, improve execution efficiency, enhance sector sustainability, and achieve its strategic objectives.

 

Real Estate Operations Sector

Leads the service and regulatory operations of the Authority by organizing licensing and classification, conducting field and electronic inspection and oversight, and managing reports, while also managing the experience of beneficiaries and partners and measuring their satisfaction through unified service channels and periodic surveys. The sector also ensures compliance with regulations and statutory requirements through supervisory activities, supports licensing activities for all Authority services, including real estate registration and brokerage, and contributes to enhancing operational efficiency through services provided to beneficiaries for receiving and addressing complaints and inquiries.

 

Executive Administration of Licensing and Oversight

Manages and develops licensing, classification, inspection, and oversight activities, elevates the level of compliance with relevant laws and regulations, and enhances service quality and adherence to approved regulatory standards.

 

Executive Administration of Beneficiary Services

Plans, designs, develops, and implements initiatives and services for beneficiaries in line with best practices, contributing to the improvement of the overall beneficiary experience across all touchpoints, enhancing the quality and efficiency of support channels, strengthening beneficiary satisfaction, and achieving the entity’s objectives in delivering reliable and effective services. It also works to capture and measure beneficiaries’ feedback on the Authority’s services on a regular and continuous basis to ensure their expectations are met.

 

Shared Services Sector

Leads and integrates institutional services within the Authority to ensure their efficiency and sustainability by managing financial and human resources, procurement, contracts, facilities, information technology, documentation, and administrative communications. The sector aims to provide an integrated operating environment that supports organizational units and enables them to carry out their functions efficiently.

 

Executive Administration of Information Technology

Plans and implements technology projects, ensures their integration with existing systems, and adopts the latest technologies to enhance operational efficiency and service quality, while ensuring compliance with regulations and frameworks related to cybersecurity and the Digital Government Authority.

 

Strategy and Partnerships Sector

Aims to define the Authority’s strategic direction by formulating and reviewing strategy, managing performance and indicators, and enabling governance of portfolios and projects. The sector coordinates local and international partnerships, concludes agreements, and activates collaboration pathways. It leads the ecosystem of research, knowledge, data, and real estate indicators to support evidence-based decision-making. It also advances institutional performance toward excellence by adopting standards of institutional excellence and quality to ensure sustainable results and exceed beneficiary expectations, leads institutional change management to ensure efficient adoption of transformations, and strengthens localization and the strategic empowerment of national talent. It ensures alignment of efforts across the Authority’s sectors and its partners to achieve strategic targets.

 

Executive Administration of Strategy and Project Management

Leads and directs sectoral and institutional strategies and ensures their translation into actionable execution plans through integrated oversight of portfolio, project, and strategic initiative management. It also aligns efforts with the Authority’s targets and strengthens governance frameworks, contributing to improved execution efficiency, accelerated delivery, and the achievement of sustainable impact and targeted strategic outcomes.

 

Executive Administration of Research and Studies

Enhances the quality and reliability of real estate research, studies, and indicators in alignment with the Real Estate General Authority’s strategy by overseeing the alignment of operational plans, defining and approving research priorities, developing and managing real estate indicators and analyzing their data, and applying governance controls and quality standards, thereby supporting the achievement of institutional objectives and the development and improvement of public policies in the real estate sector.
