Transparency

The individual has the right to know information related to the Authority’s activities to enhance the ecosystem of integrity, transparency, and accountability.

Necessity and Proportionality

Any restrictions on obtaining or requesting access to protected information received, produced, or handled by the Authority shall be justified clearly and explicitly. 

Public Information should be Available

Every applicant has the right to access public – unprotected – information. The applicant does not need to have a particular reason or interest in the information to obtain it, nor be exposed to any legal liability related to this right.

Equality

All requests made by individuals to access or receive public information shall be dealt with on an equal and non-discriminatory basis. 

Rights of Individuals

The Rights of Individuals to Access and Obtain Public Information:

The right to access and obtain any information not protected by any public entity.

The right to know the reason for refusing to access or obtain the required information. 

The right to appeal against the decision to refuse to access or obtain the required information.

Information Policy

This policy applies to all requests by individuals to view and access public information – not protected – produced by the Real Estate General Authority regardless of its source, format, or nature. 

The provisions of this policy do not apply to protected information:

  • Information that the disclosure of harms the state’s national security, policy, interests, or rights.
  • Military and security information.
  • Information and documents obtained by an agreement with another country and classified as protected.
  • Information that includes investigations, inspections, and surveillance related to a crime, violation, or threat. 
  • Information that includes recommendations, suggestions, or consultations for the issuance of legislation or government decisions that have not yet been issued. 
  • Scientific or technical research, or rights that contain an intellectual property that the disclosure of leads to an infringement of moral right. 
  • Information related to bids and auctions that the disclosure of would lead to biased competition.
  • Information that is confidential or personal under another system requires specific legal procedures to access or obtain it.
