Under the patronage of His Excellency the Minister of Municipalities and Housing, the Real Estate General Authority (REGA) launched the "Instant Licensing" service for off-plan sales projects on the sidelines of Cityscape Global 2025. This qualitative milestone reflects the sector’s commitment to accelerating the real estate developer’s journey, enhancing the efficiency of the development environment, and strengthening the Kingdom’s investment attractiveness.
REGA stated that the new service follows comprehensive engineering and development of off-plan sales procedures, during which requirements were reduced by approximately 90%. This enables developers to meet conditions more swiftly, contributes to raising the quality of operations, and improves overall user experience. This transformation serves as one of the key pillars for enhancing the reliability of the real estate market and elevating compliance with relevant laws and regulations.
REGA further confirmed that the time required to issue licenses has undergone a significant shift. Whereas procedures previously took more than 30 working days, licenses are now issued instantly upon completion of requirements through an integrated electronic system built on precise governance and fully automated licensing stages. This enhances work efficiency, reduces manual intervention, minimizes the likelihood of errors, and increases transparency.
REGA explained that the updated ecosystem relies on comprehensive alignment and integration with government and financing entities, allowing developers to secure financing more quickly and reliably. This supports early sales, provides the necessary liquidity to implement projects with higher efficiency, and ensures the protection of buyers’ rights by enhancing verification of regulatory and financial commitments.
REGA also announced successful integration with several local banks to automatically open escrow accounts, noting that work is underway to complete integration with the remaining banks in the coming phase. This contributes to building an integrated financial ecosystem that strengthens trust among all parties in the real estate market and supports sustainability in off-plan sales processes.
It is worth noting that the launch of the "Instant Licensing" service is part of REGA’s ongoing efforts to raise governance standards, enhance transparency, enable investment, accelerate growth, and increase real estate supply. This initiative reinforces the position of the Saudi real estate market as one of the most advanced and effective markets in the region. The first instant license for off-plan sales was issued to ROSHN Company.
