The Real Estate General Authority (REGA) announced that the electronic platform "Mullak" has recorded over one million operations and services since its launch. Mullak enables residents of jointly owned real estate units to establish owners' associations that help organize facility management and shared spaces—such as entrances, elevators, and corridors—thereby preserving rights, ensuring proper use, and promoting a culture of shared coexistence.
REGA clarified that these operations include activities such as nominations and voting for association presidency and management, subscription billing, association certificate renewals, and use of the community service page, among other services that meet the operational needs of owners' associations. To date, more than 126,000 members across 36,000 owners' associations, covering over 160,000 real estate units, actively interact with the platform.
REGA noted significant growth in both user engagement and member registration in 2023. During the year alone, over 28,000 members joined 9,100 owners' associations. In collaboration with the Ministry of Human Resources and Social Development, more than 470 unified national numbers have been issued since mid-year, granting associations legal status and enabling them to complete procedures and access government and service entity offerings with ease. Additionally, 290 owners' associations were able to open bank accounts, and more than 480 contracts were concluded between associations and property managers directly through the platform.
REGA emphasized that the platform’s growing appeal stems from its wide range of features, which have streamlined the management of owners' associations and their financial operations. Key advantages include the ability to contract with service providers and property managers registered on the platform, manage association funds and bank transactions, and communicate electronically among association members. The platform also facilitates voting on decisions and board nominations, and offers a critical service: the ability to issue an executive bond against members who default on association fee payments. REGA concluded that the continued development of Mullak’s services, along with its focus on shared property governance and enhancing coexistence, plays a vital role in supporting the real estate sector and meeting the evolving needs of property owners.
