In the presence of His Royal Highness Prince Faisal bin Salman bin Abdulaziz, Governor of the Madinah Region, and His Excellency Mr. Majid bin Abdullah Al-Hogail, Minister of Municipal and Rural Affairs and Housing and Chairman of the Real Estate General Authority (REGA) Board of Directors, REGA announced the commencement of Real Estate Title Registration (“Real Estate Registry”) in the Madinah Region. This implementation follows an operational plan developed for this purpose, whereby an agreement was reached between REGA and the Madinah Region Municipality to divide the area into designated regions, each comprising several districts. The specific districts that will benefit from the Registry and begin property registration will be announced gradually over the coming period.
REGA confirmed that the announcement of Real Estate Registry operations in the Madinah Region is part of its broader operational plan, coordinated with relevant government entities. The selection of regions, cities, and districts to benefit from the Registry is based on an ongoing evaluation of readiness and data maturity for real estate units in each area, as part of a comprehensive national rollout covering all real estate units across the Kingdom.
REGA noted that the Law of Real Estate Registration, issued under a Cabinet Resolution, aims to increase the reliability of property ownership, improve the accuracy of property information, protect the rights of stakeholders in the real estate sector, and enhance the sector’s investment attractiveness. The law establishes a comprehensive real estate registry that includes information and data on all types of real estate units—residential, commercial, agricultural, industrial, and government-owned—throughout the Kingdom. Each real estate unit will be assigned a "property number" and a title registration deed, forming a dedicated page that includes property data, descriptions, condition, associated rights and obligations, and all related transactions. These records are linked to geospatial data through surveys and geographic coordinates, serving as the foundation for registering ownership and related real estate rights, contributing to sustainability and strengthening the sector and its key enablers. The Madinah Region Municipality confirmed that the necessary data and enablers are in place to begin implementing the Real Estate Registry. It emphasized its ongoing collaboration with the Real Estate Registry Company to integrate real estate map data, facilitate the exchange and synchronization of data between the Municipality and the company, and enable electronic connectivity with the platform to share geospatial and real estate data, with periodic updates.
The Municipality also noted that it has enhanced its geographic information systems (GIS) environment, completed high-resolution aerial photography of Madinah, finalized 45% of aerial image processing and elevation correction, and completed 30% of base map updates based on the aerial imagery. In addition, work has begun on the scheme correction project in accordance with the requirements of the Law of Real Estate Registration.
