The Real Estate General Authority (REGA) announced that the second group of districts in Riyadh City will benefit from the Real Estate Registry starting 29 October 2023, corresponding to 14 Rabi’ Al-Thani 1445 Hijri, with registration continuing until 29 January 2024, corresponding to 17 Rajab 1445 Hijri. The districts included are: (Al-Ghadeer, Al-Wadi, Al-Nafl, Al-Izdihaar, Al-Taawun, Al-Murooj, and Al-Masayef). REGA confirmed that the selection of these districts was based on approved criteria, and additional districts in Riyadh, Jeddah, and Dammam will be announced progressively as part of the first phase during this year.
REGA clarified that the initial registration of properties in these districts will be available free of charge through the Real Estate Registry’s electronic platform at https://rer.sa/rer-services-ar/ or through designated service centers. Title registration requires an updated electronic deed issued by the Ministry of Justice, containing complete data that meets ownership conditions, along with valid identification, and a power of attorney if the applicant is an agent. The registration covers all types of properties, including residential, commercial, agricultural, and government-owned.
REGA further explained that the National Real Estate Registration Services Company, “Real Estate Registry RER,” has been tasked with establishing and managing the Real Estate Registry across the Kingdom. This will be done through an integrated digital platform supported by geospatial technologies and data, aiming to enhance transparency and trust in real estate services and records. Certified registrars will begin fieldwork within the selected districts on the announced start date. Each property will be assigned a unique “property number,” and a new title registration deed will be issued for every real estate unit. This new deed will include comprehensive information about the property, including data, description, condition, associated rights and obligations, and a record of all real estate transactions. All this will be linked to geospatial data through surveys and geographic coordinates, forming the official foundation for registering ownership and related real estate rights. This system is expected to contribute to the sustainability and development of the real estate sector and its key enablers.
REGA called on property owners in the seven announced districts to verify their property title deeds and ensure all requirements are met in preparation for the start of registration next month.
