In the presence of His Royal Highness Prince Saud bin Mishaal bin Abdulaziz Al Saud, Deputy Governor of the Makkah Region, the Real Estate General Authority (REGA), in cooperation with the Royal Commission for Makkah City and Holy Sites and the Holy Capital Municipality, announced the commencement of “Real Estate Registry” operations in the Makkah Region. The launch involved coordination to divide the region into real estate zones, each comprising clusters of vital areas. Additional areas to be registered will be announced in the coming period, based on an operational process developed in collaboration with relevant government entities. These areas are selected according to readiness and the maturity of geospatial data related to lands and real estate units, as part of a broader effort to expand coverage across Makkah City and eventually all cities and governorates of the Kingdom.
REGA established the Law of Real Estate Registration pursuant to a Cabinet decision aimed at enhancing ownership reliability, providing verified real estate information services, safeguarding stakeholders' rights in the Real Estate Registry, and increasing the sector’s investment appeal. Under this law, a comprehensive real estate registry will be created to include all data and information for various real estate types—residential, commercial, agricultural, industrial, and government-owned properties throughout the Kingdom. Each real estate unit, regardless of type, will be assigned a unique "property number" and issued a title registration deed, known as a real estate sheet. This document will contain detailed ownership information, property descriptions, current condition, associated rights and obligations, and a record of all related real estate transactions. Registration is based on geospatial data acquired through surveying and precise geographic coordinates, serving as the foundation for documenting ownership and real estate rights. This initiative is intended to support the sustainability of real estate assets and is considered one of its key enablers.
REGA confirmed that the initial registration of properties will be provided free of charge through the electronic Real Estate Registry platform. The title registration process requires an up-to-date electronic deed issued by the Ministry of Justice, containing complete data that meets ownership requirements, a valid identity document, and a power of attorney if the application is submitted by a representative. The registration includes all residential, commercial, agricultural, and government properties.
