The Real Estate General Authority (REGA) announced today the start of application submissions for the second batch of the training program offered by the Saudi Real Estate Institute to obtain the FAL license for real estate consultations and the FAL license for real estate analyses. Nomination applications will be received for five days through the Institute’s official website. Completion of the training program is a prerequisite for practicing real estate consultation or analysis activities for both individuals and establishments, following the implementation of the regulatory regulations for these services, as published in the official gazette.
REGA clarified that both real estate consultations and analyses are among the real estate services regulated under the Real Estate Brokerage Law, which came into effect in July 2023. The Law governs mediation in real estate transactions between parties, as well as other real estate service activities including real estate marketing, property management, facility management, real estate auctions, real estate advertisements, and real estate consultancy and analytics. These services may only be offered by licensed and qualified individuals or establishments.
REGA explained that the primary difference between consultations and analyses lies in their method of delivery. Both are defined in the regulations as recommendations, opinions, or advice related to the real estate sector. Real estate consultations are provided in writing to the beneficiary and require a formal contract between the provider and the recipient. In contrast, real estate analyses are disseminated to the public through media outlets, social media platforms, or other mass communication channels.
Regarding the training program, REGA noted that the application period begins today and ends on Thursday, 14 March 2024, corresponding to 4 Ramadan 1445 Hijri. The program has been developed by the Saudi Real Estate Institute in collaboration with leading local and international training institutions specializing in real estate consultations and analyses. It covers legal, technical, and communication aspects essential for delivering high-quality consultations and analyses, delivered by top-tier trainers in the field. The in-person program will be held in Riyadh, Jeddah, and Dammam over a period of six weeks, reflecting the importance of ensuring the accuracy and quality of information provided to beneficiaries.
These training programs are conducted quarterly, starting from last January, due to the importance of applying practical skills, knowledge, and expertise in real estate consultation and analysis. Each track consists of (14) training courses. To apply for the real estate consultations track, applicants must hold a university degree in a relevant specialization such as economics, engineering, finance, or business administration, and have at least three years of experience in any real estate activity. For the real estate analyses track, applicants must have at least ten years of experience in real estate activities.

Applicants will be informed of the nomination results in the initial stage. Those accepted will then be notified of the course schedule and location. Upon successfully completing the training program, participants will receive a certificate of completion from the Institute. They may then proceed with the license issuance procedures via the platform, with the license being issued within five working days of passing the program.
According to the Real Estate Brokerage Law, individuals and establishments are not permitted to offer real estate consultation or analysis services without first obtaining a license from REGA. Article (19) of the Law stipulates that violators may be subject to financial penalties of up to (SAR 200,000).
It is worth noting that the FAL license is the official permit that authorizes individuals and establishments to engage in brokerage and real estate service activities under the Real Estate Brokerage Law. The law aims to regulate real estate brokerage practices, promote innovative services, and educate beneficiaries. It also seeks to improve the quality of real estate transactions, serve both brokers and clients, contribute to the sustainability of real estate assets, reduce disputes, protect stakeholder rights, and enhance transparency in the real estate market.
