Engineer Abdullah bin Saud Al-Hammad, Chief Executive Officer of the Real Estate General Authority (REGA), affirmed that the Kingdom of Saudi Arabia—under the leadership of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud (may Allah protect them)—is advancing confidently toward achieving its national vision for the future of its people, the region, and the broader world. The Kingdom is focused on shaping a more advanced urban future in alignment with sustainability standards and in response to global environmental challenges.
Engineer Al-Hammad explained that REGA’s participation in the World Urban Forum "WUF12" reflects its commitment to fostering local and international collaboration in addressing urban challenges and building modern, sustainable communities. These efforts aim to enhance resilience and adaptability to current and future developments, while also benefiting from global best practices and experiences in the design of future cities that meet the needs of citizens, visitors, and investors—contributing to improved quality of life and the development of vibrant, innovative, and integrated communities equipped to face the challenges of tomorrow.
This message was conveyed in a speech delivered on behalf of REGA's Chief Executive Officer by REGA’s Official Spokesperson, Mr. Taiseer bin Mohammed Al-Mufarrej, during the forum. The speech highlighted that the Kingdom has adopted an integrated approach to urban development, including efforts to address informal settlements and transform them into vibrant, sustainable communities that improve the quality of life for citizens, residents, and visitors while providing adequate housing. It emphasized the importance of reshaping urban landscapes to promote humanization and sustainability, supported by robust infrastructure—including the legal foundation provided by real estate legislation, which plays a critical role in building sustainable future cities. The speech stressed that the global urban challenges facing today’s world require international cooperation to develop shared, innovative solutions grounded in a comprehensive and forward-looking vision for urban planning—one that considers environmental, economic, and social dimensions and serves both current and future generations.
Engineer Al-Hammad affirmed that Saudi Arabia’s housing and real estate system continues its efforts to balance urban development with environmental diversity, working to create an urban environment that enhances the well-being of its residents. Real estate legislation has supported governance in the sector while providing flexibility for sustainable growth and adaptation. This includes fostering communities powered by renewable energy, managed by artificial intelligence, and designed to establish a more sustainable lifestyle that harmonizes human needs with the natural environment. He emphasized that the Law of Real Estate Registration ("Real Estate Registry") is a cornerstone of this urban transformation, playing a key role in regulating land ownership and registering property with full transparency and accuracy. It enables local and international developers and investors to maximize the value of real estate assets and strengthens confidence in the investment environment and Saudi real estate market.
It is worth noting that the "WUF12" is one of the United Nations’ most prominent global conferences focused on sustainable urban development. It addresses the urgent issue of global urbanization and its wide-ranging implications. REGA’s participation in the forum includes contributions from its expert team in dialogue sessions and workshops, where it presents real estate legislation such as the Off-Plan Real Estate Projects Sale and Lease Law and its implementing regulations, and highlights the vital role of innovation, digital transformation, and real estate technologies in shaping the future of the industry in Saudi Arabia.
REGA also uses its participation in the forum to strengthen international cooperation among real estate sector leaders, policymakers, and experts worldwide, while reaffirming the Kingdom’s leadership role in advancing the global urban development agenda.
