Engineer Abdullah bin Saud Al-Hammad, Chief Executive Officer of the Real Estate General Authority (REGA), highlighted the significant developmental transformation the Kingdom’s real estate system has undergone, made possible through the unwavering support of the wise leadership — may God protect it. This support has empowered the real estate sector, positioning it as a global model to be followed.
In his speech at the opening of the "Al-Qassim Real Estate Forum," he praised the efforts and continuous follow-up of His Royal Highness Prince Dr. Faisal bin Mishaal, Governor of Al-Qassim Region, for his support of real estate development, REGA’s initiatives, and the implementation of the Real Estate Registry in the region. He affirmed that the real estate sector in Saudi Arabia is advancing with confidence, supported by dynamic and adaptable regulatory frameworks. To date, this includes (18) legislative instruments comprising real estate laws, executive regulations, and regulatory rules—most notably the Law of Real Estate Registration, which forms part of the comprehensive real estate sector strategy. This legal framework has led to the correction of more than (1.3 million) real estate maps, significantly accelerating title registration, facilitating real estate transactions, and supporting urban planning and sustainable development.
Engineer Al-Hammad noted that the title registration process adheres to the highest international standards to ensure the accuracy of data for all real estate types. It aims to build a comprehensive real estate registry that includes ownership records, geospatial information, and other relevant data. Since the launch of title registration on 7 May 2023, the initiative has covered more than (70) districts in Riyadh City, totaling (617,622) land plots. The process has also begun in the regions of Makkah, Madinah, and the Eastern Region.
In the presence of His Highness the Regional Governor, REGA’s President officially announced the launch of Real Estate Registry implementation in Al-Qassim Region, starting Sunday, 1 Muharram, corresponding to 7 July 2024. He confirmed that REGA aims to register over (380,000) land plots in Al-Qassim by the end of this year, with the remaining plots to be registered in 2025, in cooperation with the Regional Municipality and through implementation by the Real Estate Registry Company.
Engineer Al-Hammad reaffirmed REGA’s commitment to working closely with its partners to chart a clear path for the journey of real estate stakeholders—from empowerment to sustainability. This vision is designed to strengthen the sector’s transparency and reliability, attract both local and international investors, and foster the development of vibrant, modern, and sustainable urban communities that uphold environmental and social standards.
